Milling (also called grinding or cold planing) can be used to smooth an existing HMA pavement prior to HMA or PCC overlays. Rather than filling in low spots, as a leveling course does, milling removes the high points in an existing pavement to produce a relatively smooth surface.

Asphalt milling is most appropriate for pavements which have widespread surface damage like cracking, raveling, or uneven slope. Because the sub base is intact, there's no need to conduct a full demolition and repaving. Instead, the affected layers can be removed with a milling machine and replaced with new hot-mix.

Aggregate Base and Subbase Material Properties Subbase is the layer of aggregate material placed directly on the subgrade. Its role is to reduce and spread traffic loads evenly over the subgrade.
