That would be a Vertical shaft. vertical = I up/ down, Horizontal = - sideways. More trouble than what it's worth to try and make that engine work. Keep your eye out for a 3.5 hp lawn edger Motor or any Horizontal Shaft motor. The edger type will be easier or a mower with the blades that roll in front of the mower.
